In an op-ed for Maclean’s, Assistant Professor Mike Moffatt analyzed the federal government’s announcement to potentially allow Canadians to make voluntary contributions to the Canada Pension Plan (CPP).
“Since there is so little to work with, analyzing the proposal is incredibly difficult. Whenever I analyze a policy proposal, I start by using the Public Policy Keltner List, a series of six questions that helps to clarify my thinking on the matter,” said Moffatt.
Moffatt addressed the first two questions of the list, “What is the policy?” and “What is the policy meant to accomplish?” He noted that the problem with the voluntary CPP lies in the fact that the government failed to tell us what exactly the policy aims to accomplish.
