Telecommunications policy has traditionally focused on competition, affordability, digital divide and access, both for wireline and wireless networks. Little attention has been spent on how to use policy to develop innovation and new technologies for economic growth. Developing policies and strategies that support digital infrastructures, innovation and economic progress is crucial for Canada and other countries, in the wake of globalization, disruption and geopolitical challenges.
