Paul Boothe | Four things Ontario’s cap-and-trade plan must get right

Ontario Premier Kathleen Wynne announced this week that Ontario will join Quebec and California in a cap-and-trade system to limit greenhouse-gas emissions.

Ivey Professor and Director of the Lawrence National Centre for Policy and Management Paul Booth and co-author Chris Ragan, Chair of Canada’s Ecofiscal Commission, examined four fundamental characteristics of an effective cap-and-trade system in a piece for The Globe and Mail.

Boothe and Ragan commend Wynne and her cabinet for their efforts in taking the next step to reduce greenhouse gas emissions and look forward to what this decision will bring to Ontarians.

“Turning that announcement into an effective cap-and-trade system is the next step in the journey. All Canadians, but especially those living in Ontario, have a stake in seeing that the important design work is done well.”

Boothe also published a piece in Maclean’s where he stressed the urgency for reducing carbon emissions.

“Waiting means missing out on the innovation and economic opportunities the future low-carbon economy will bring.”
